CED v3.2.1 — Chapter 6 + Appendix F

Technology Infrastructure

No new technology is required. Every component of the CED monitoring, verification, and enforcement pipeline uses operational systems at TRL 8–9. The innovation is integration — connecting detection to market consequence without a human decision point in between.

Cloud-obscured regions: Sentinel-1 SAR provides independent verification regardless of weather conditions.
Layer 02

Automated Detection Pipeline

Four-stage pipeline from raw satellite data to market notification. No human authorization required at any stage — data triggers consequences. Political interference is structurally excluded.

STAGE 01
Data Ingestion
All satellite feeds integrated into Singapore Data Hub central processing system. Multi-source fusion, API standardization, real-time streaming. Cloud compute (AWS / Azure / GCP). Latency: <2 hours from satellite pass.
STAGE 02
AI Change Detection
ML algorithms compare current imagery against verified baseline. Forest loss: >95% accuracy. Fire: near real-time (<4h). Degradation: monthly assessment. Road construction: 72h detection. Cross-validated across multiple satellite sources.
STAGE 03
Verification & Certification
ISC technical staff review flagged alerts. Cross-reference with ground data. Classification by violation type and severity. Compliance status updated in public registry. Certificates issued or revoked automatically.
STAGE 04
Market Notification
Verified violations trigger automatic notifications to banks, insurers, buyers, investors, and governments. Each actor responds independently. CPP suspension activated. Escalation ladder progression begins.

Detection Thresholds & Response Times

Violation Type Detection Threshold Confirmation Requirement Alert Generation Enforcement Trigger
Active fire in Zone 1 Any detection Single VIIRS / MODIS pass < 4 hours Level 1 Immediate

Systematic government non-enforcement Pattern across >3 violations ISC pattern analysis — 60 days Pattern report Level 3 Trigger
Layer 03

AI Detection Engine

Machine learning algorithms trained on decades of satellite imagery and ground-truth validation data. Deployed at global scale by Global Forest Watch and analogous systems — CED calibrates and integrates these existing models for CGCI-specific enforcement triggers.

Forest Loss Detection Accuracy
Validated across tropical forest types — Amazon, Congo, Southeast Asia, Mesoamerican. Cross-validated against independent ground truth data from NIA networks.
<4h
Fire Detection Latency
VIIRS active fire detection with near real-time processing. Immediate alert generation for any active fire event detected within Zone 1 boundaries.
<24h

Layer 04

Payment Automation & Blockchain Verification

Climate Preservation Payments are disbursed monthly, automatically, upon satellite compliance verification. No bureaucratic delay. No corruption opportunity. Every transaction cryptographically recorded and publicly auditable in real time.

01
Monthly Satellite Verification
Sentinel-2 and Planet Labs imagery processed against registered landholder boundaries. Compliance status confirmed: GREEN, YELLOW, ORANGE, or RED. Verification cycle completes within 48 hours of month-end.
02
Automatic Payment Release
GREEN status → 100% CPP released automatically. No human authorization. YELLOW → 80%. ORANGE → 50%. RED → 0% + fine calculation initiated. Payment amount = zone rate × hectares × compliance multiplier.
03
Singapore Payment Hub Processing
Global Preservation Fund instructs Singapore financial system. Currency: local currency, indexed to USD. Routing: NIA → landholder digital wallet or mobile money account. NIA bypassed if in failure status.
04
Blockchain Verification & Public Record
Every transaction hashed and recorded on-chain. Transaction ID, amount, landholder ID (anonymized), zone, compliance status, and timestamp all publicly auditable. Anomaly detection runs against every transaction batch.
05
Landholder Receipt Confirmation
Mobile app confirmation. Biometric verification for first receipt. Subsequent payments require no action from landholder — fully automated while forest remains compliant. 30-year rolling contract.

CPP Contract Structure

Parameter Specification Rationale
Contract Duration 30-year rolling (auto-renews annually) Long-term security eliminates risk premium — farmer needs no uncertainty buffer
Payment Frequency Monthly Monthly cash flow matches agricultural income cadence
Currency Local currency, indexed to USD annually Inflation protection; local currency eliminates exchange risk for landholder
Clawback on Violation 5 years payments + 100% penalty (= 10 years) Makes violation economically catastrophic — no rational actor violates
Contract Transferability Transfers with land ownership — new owner assumes obligations No payment interruption on sale; forest protection persists through ownership change
Indigenous Premium +25% above base rate FPIC compliance; recognition of traditional stewardship; higher monitoring cost
Small Holder Premium (<50 ha) +20% above base rate Economic pressure protection; vulnerability recognition
Large Holder (>1,000 ha) No premium. Annual ground inspection. Corporate disclosure required. Scale reduces per-unit monitoring cost; accountability proportional to size
Layer 05 — Core Innovation

Integration Architecture

The components exist. The algorithms are proven. The payment systems process billions of transactions daily. The market enforcement mechanisms — bank credit, insurance, supply chains — already operate globally. CED's innovation is connecting them into a single automated pipeline with no political decision point between detection and consequence.

CED does not create new enforcement authority. Banks, insurers, buyers, and investors already have the right — and in many jurisdictions the fiduciary duty — to exclude non-compliant actors. CED provides the verified data infrastructure that enables these actors to exercise existing authority consistently, automatically, and at scale. Markets enforce. CED certifies. — CED v3.2.1, Appendix F

Proof of Concept — Analogous Operational Systems

CED's architecture is not theoretical. Equivalent systems have operated at global scale for decades. The conceptual validity is established. What remains is integration deployment — the purpose of Sandbox Phase 0.
